Long Beach Press-Telegram, NOTICE OF RENEWAL OF TITLE V PERMIT The South Coast Air Quality Management District (AQMD) is the air pollution control agency for all of Orange County and portions of Los Angeles, Riverside and San Bernardino Counties. Rule 3006 requires that the AQMD publish this notice prior to the renewal of a Title V permit previously issued to the facility listed below: Tesoro Logistics East Hynes Terminal 5905 Paramount Boulevard Long Beach, CA 90805 Facility ID# 174704 Contact Person: Stephen D. Comley Environmental Coordinator 5905 Paramount Boulevard Long Beach, CA 90805 This facility is a petroleum bulk loading terminal with storage tanks. The existing facility receives and store petroleum products via pipeline and distributes products from the terminal though the tank truck loading racks. The plant is currently owned and operated by Tesoro Logistics, East Hynes Terminal Facility ID 174704 after the change of ownership from ARCO Terminal Services Corporation on May 24, 2013. The facility operates 6 loading racks, 1 tank truck unloading rack, several storage tanks, a waste water treatment plant, a clay treating plant and 2 internal combustion engines. Pursuant to Title V of the federal Clean Air Act and AQMD Rule 3004(f), a Title V permit shall expire five years from the date of issuance, unless such permit has been renewed. Accordingly, the above facility has submitted a Title V renewal application and requested that AQMD renew their Title V permit. The proposed permit incorporates updates to the facility information, as provided in the facility's Title V renewal application, as well as updates to all rules and regulations that are currently applicable to the facility. The proposed permit also incorporates minor changes to the permit to operate conditions. The changes are to correct spelling errors and to update some permit conditions. As required by Title V of the Federal Clean Air Act, Title V permits include all of the emission limits, applicable requirements and operating conditions imposed on the equipment. Title V facilities are required to certify compliance with the Title V permits in addition to recordkeeping and mandatory reporting of any deviation from the permit conditions. The proposed permit is available for public review at AQMD, 21865 Copley Dr., Diamond Bar, CA 91765 and at the Long Beach Main Library, 101 Pacific Avenue, Long Beach, CA 90822. The proposed permit can also be viewed at http://www3.aqmd.gov/webappl/publicnotices2/. by entering the facility's ID number. Information regarding the facility owner's compliance history submitted to the AQMD pursuant to California Health & Safety Code Section 42336, or otherwise known to the AQMD based on credible information, is also available from the AQMD for public review. Anyone wishing to comment on the issuance of the proposed permit should submit their comments in writing by November 7, 2014. The public hearing request forms may be obtained from the AQMD by calling the Title V hotline at (909) 396-3013, or downloading from the internet at http://www.aqmd.gov/docs/default-source/grants/500-g-form.pdf?sfvrsn. Any request for a public hearing must be submitted to the AQMD no later than October 23, 2014.
