Long Beach Press-Telegram, NOTICE TO CONTRACTORS THE TRUSTEES OF THE CALIFORNIA STATE UNIVERSITY JOB ORDER CONTRACT Project Number: JG-22. 23, 24. & 25 - General Work California State University, Long Beach 1250 Bellflower Boulevard Long Beach, CA 90840-5805 The Trustees of the California State University will receive sealed bids in the Office of Design & Construction Services at 1331 Palo Verde Avenue, Long Beach, CSULB, for the furnishing of all labor and materials for one (1) Job Order Contract (JOC) - Project Number JG-22, General Work - for the California State University, Long Beach campus. The University reserves the right to award a second Job Order Contract (JG-23), a third Job Order Contract (JG-24), and a fourth Job Order Contract (JG-25) from this bid (JG-22) to the second, third, and fourth lowest, responsive, and responsible bidders. Should the University choose to award JG-23, JG-24 and JG-25, it shall occur no later than one hundred twenty (120) calendar days after the date of the bid opening. Please note that no Contractor will be permitted to hold more than one (1) Job Order Contract awarded through this bid on the CSULB campus. Also, bids submitted by related contractors will not be accepted. For example, a contractor ("Contractor A") will be treated as related to another contractor ("Contractor B") if: (i) Contractor A either directly or indirectly owns ten percent (10%) or more of the shares or capital interest in Contractor B; (ii) Contractor A has more than fifty percent (50%) of the voting interest in Contractor B; or (iii) one or more of Contractor A's owners is also an officer, director, or partner in Contractor B. In the event that two or more bidders are related in the aforementioned manner, these related bidders' bids will not be accepted. Sealed bids will be received in the above-mentioned room until 2:00 PM on January 29, 2014, in accordance with the contract documents, at which time the bids will be publicly opened and read. A JOC is a competitively bid, firm-fixed priced, indefinite quantity contract. The scope of work includes a collection of detailed repair and construction tasks and specifications that have established unit prices. It is placed with the "Contractor" for the accomplishment of repair, alteration, modernization, maintenance, rehabilitation, demolition and construction of infrastructure, buildings, structures, or other real property. Work is accomplished by means of issuance of a purchase order against the JOC. Under the JOC concept, the Contractor furnishes all management, documentation, labor, materials, and equipment needed to perform the work. The General Work JOC will be awarded to the lowest responsive and responsible bidder with no minimum value and an initial maximum value of $1 million (with the ability to be increased to a maximum of $3 million) in accordance with the Contract General Conditions for Job Order Contracts (July 2013). The term of the contract(s) awarded will be for 12 months. The University may not extend the contract performance period beyond twelve (12) months regardless of whether or not the contract maximum amount has been attained. In the event that any low-bidder contractor refuses to enter into a contract with CSU if tendered, or, in the event that the contractor materially breaches the JOC contract necessitating its termination, CSU reserves the right to award a succeeding JOC from this same solicitation, provided such award is made within one hundred twenty (120) calendar days of bid opening. There will be a mandatory pre-bid conference for these Job Order Contracts. As a condition of bidding, prospective bidders must attend the pre-bid conference, to be held on January 7, 2014, at 2:00 PM. for the purpose of discussing the JOC concept , specifics of the JOC program, JOC from a contractor's perspective, how to analyze the bidding documents, the risks involved in the program and answering questions . Attendees for the pre-bid conference should report to the Facilities Management building, Training Room 103, 1331 Palo Verde Avenue, CSULB. One complete set of bid documents for this JOC may be obtained at the pre-bid conference at no charge. Bid documents , the Unit Price Book, and Technical Specifications will be distributed on CD-ROM. All questions arising during bidding must be submitted in writing via e-mail to Gabrielle Lopez, Project Administrative Coordinator, Design & Construction Services, at gabrielle.lopez@csulb.edu. Each bidder offering a proposal must comply with bidding provisions of Article 2.00 et seq. of the Contract General Conditions. Prospective bidders should familiarize themselves with all the provisions of the Contract General Conditions, especially: Article 2.02, regarding the necessity to prequalify with the Trustees ten (10) business days prior to the bid date; Article 2.12, regarding Disabled Veteran Business Enterprise participation requirements;and Article 4.02, regarding nondiscrimination and prevailing wage requirements. Copies of prevailing wage rates are available on file at the campus or on the Internet at http://www.dir.ca.gov/dlsr/ statistics_research .htmI. It will be the responsibility of each bidder to obtain a bid proposal package in sufficient time to fulfill requirements therein. Bid proposal packages are obtainable only by prequalified contractors, licensed in the State of California with a "B" General Building Contractor license. To prequalify, a bidder must file a statement of financial condition and supplementary pregualification form. When completed, the questionnaire, including the financial statement, shall be verified under oath. The completed forms must be filed at least ten (10) business days prior to the date for opening bids and approved not less than one (1) day prior to the date set for opening bids.
