Long Beach Press-Telegram, The Housing Authority of the City of Long Beach Request for Proposals Veterans Affairs Supportive Housing Project Based Voucher Program and/or Project-Based Voucher Program The Housing Authority of the City of Long Beach ("HACLB") will be accepting applications from property owners for a veterans affairs supportive housing project-based voucher program ("VASH PBV") and/or project-based voucher program ("PBV") under the Section 8 Housing Choice Voucher Program (HCV). This Request for Proposals ("RFP") is established pursuant to Title 24, Chapter IX of the Code of Federal Regulations, 24 CFR, Section 983. Under the VASH PBV and/or PBV Program, HACLB will attach a HCV Housing Assistance Payment ("HAP") Contract to a unit if the owner agrees to rehabilitate or construct the unit in accordance with regulations for the VASH PBV and/or PBV Program and HUD's Housing Quality Standards ("HQS"). The rent for each designated unit in the selected structure(s) will be subsidized by HACLB when the owner leases the unit to an eligible family. The purpose of this program is two-fold-- 1) to encourage property owners to construct standard or upgrade substandard rental housing stock and 2) to make housing available to low-income families at rents within HUD's Fair Market Rents for the region. Rehabilitation or new construction of selected projects cannot begin until HACLB and the owner(s) have executed an Agreement to enter into a HAP Contract. HACLB estimates that no less than 30 and no more than 40 units of multi-unit housing in the City of Long Beach will be assisted under the funding available for this purpose.
